Homeland Security Grants Spent on Clowns and Gyms
Funds to help states prepare for terror get frittered away on frivolity...

Because Homeland Security grants go to states and localities on a socialist-everyone-is-equal formula basis rather than sending the most money to the places at greatest risk for terror threats, many states and localities do not have enough to spend their grant money on.
Waste, such as critical preparedness funds being used on clowns and gyms, is simply a symptom of this problem.
