SUBJECT: Printing and Binding Rate Adjustments
This letter follows guidance provided in Circular Letter No. 400, dated May 8, 1995, regarding projected increases in printing and binding costs. The Government Printing Office (GPO) has made no adjustment to the hourly rates charged for printing and binding work performed in the main office since 1990. In the interim, various operating costs have increased including pay and benefits, materials and supplies, and utilities. By law, GPO is required to recover actual costs. Consequently, on January 1, 1996, GPO will adjust its hourly rates, with an average increase of about 10 percent. This is substantially less than the increase of about 23 percent in the Government purchases price deflator for the same period. The GPO has achieved increased productivity through substantial downsizing and the modernization of production processes by utilizing advances in information technology.
