Retail Unbundling - Arizona


Status: The state has no unbundled natural gas service programs for residential customers.


Overview: No retail unbundling program for natural gas is actively being considered at this time by either the Arizona Corporation Commission or the state legislature. Only large-volume industrial and commercial customers have access to unbundled service.


EIA State Data: In 2002, Arizona had 924,752 residential and 56,043 commercial natural gas customers who consumed 35 and 32 billion cubic feet of natural gas, respectively. The average prices for natural gas purchased from local distribution companies (LDCs) by residential and commercial customers were $12.11 and $8.42 per thousand cubic feet, respectively. In 2002, the two largest LDCs in the state, Southwest Gas Corporation, with 81 percent of the residential and 71 percent of the commercial business, and Citizens Utility of Arizona, with 12 percent of the residential and 20 percent of the commercial business, provided 33 billion cubic feet of natural gas to residential consumers and 29 billion cubic feet to commercial customers.
