Mission: To conduct hearings/arbitrations, analyze the evidence and draft recommended decisions for the commissioner's consideration and approval.

The Hearing Division exercises the commission's authority to hold public hearings on matters involving the regulation of public service corporations, the sale of securities and the registration of non-municipal corporations. Under the direction of the presiding hearing officer, proceedings are conducted on a formal basis through the taking of direct testimony, cross-examination of witnesses, the admission of documentary and other physical evidence, and the submission of oral arguments or post-hearing
