ANNOUNCEMENTS Corps Delivers Delta Report to Congress
SACRAMENTO (Sept. 14,
2006) - The U.S. Army Corps of Engineers delivered its final Sacramento-San
Joaquin Delta Report to Congress to federal lawmakers today. Congress
will review the document and direct the Corps in any further actions.

Last November, federal legislators directed the U.S. Army Corps of Engineers Sacramento District to identify and prioritize potential levee stability projects in the Delta and to devise a strategy for spending an authorized $90 million within the next five years.
The Corps received 54 proposals totaling more than $1 billion in estimated
costs. Those estimated costs do not include several items that would
likely increase a project's price tag, such as project design and environmental
and economic assessment fees. Some of the proposals may not qualify
for federal participation.
Corps officials evaluated and prioritized the proposals received from Delta-area interests based on Corps authorities and CALFED Levee System Integrity Program objectives. Those objectives include improving Delta levees to reduce flood damage and to protect water quality and supply.
Congress authorized the Corps' report under the CALFED Bay-Delta Authorization
Act, passed in October 2004, and appropriated $500,000 in funds for
the report in last November's Energy and Water Resources Appropriations
Act of 2006. The report defines a strategy to develop short- and long-term
solutions for Delta levee protection.

DWR and Other Agencies Post Delta Risk Management Strategy Papers: Public Comment Sought
SACRAMENTO (Sept. 15,
2006) - The Department of Water Resources, U.S. Army Corps of Engineers,
Department of Fish & Game, and the CALFED Bay-Delta Program Office
have posted on the Delta Risk Management Strategy (DRMS) web site various
topical Initial Technical Framework (ITF) papers.
These papers provide a preliminary framework for the analysis of specified topics as they relate to assessing risks to Delta levees and assets caused by various impacts, such as floods, earthquakes, subsidence, and climate change.
Public comment on these papers is being sought to ensure that all key technical issues are addressed and that the methodologies described in the papers reflect state-of-the-art practices.
The DRMS effort is required because the Delta and Suisun Marsh levees are old and many need repair. State officials have an immense interest in maintaining many of the Delta and Suisun Marsh levees, in part because the Delta is a drinking water source for about two out of every three Californians. In addition, there are important environmental, agricultural, and recreational benefits in the region.
DRMS plans to assess major risks to the Delta from floods, climate change, subsidence, and earthquakes. DRMS will also evaluate the consequences and develop recommendations to manage the risk. In addition, the DRMS study will be a major technical component of the Delta Vision Process.
