1987 Congress Passed “Stopgap” Appropriations “As A Result Of Its Failure To Meet Deadlines For Approving Regular Spending Bills.”:  “The House passed the stopgap measure, 207 to 178, sending it to the Senate, which approved it by voice vote. President Reagan signed the bill late tonight.  The emergency measure is the fourth Congress has had to pass since Oct. 1 of this year, as a result of its failure to meet deadlines for approving regular spending bills.” (Susan F.
