Res. 1502] The Committee on Rules, having had under consideration House Resolution 1502, by a record vote of 8 to 3, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for consideration of H.R. 7060, the ``Renewable Energy and Job Creation Tax Act of 2008,'' under a closed rule. The resolution provides one hour of debate equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means. The resolution waives all points of order against consideration of the bill except those arising under clause 10 of rule XXI. The resolution provides that the bill shall be considered as read. The resolution waives all points of order against the bill. The resolution provides one motion to recommit with or without instructions. Notwithstanding the operation of the previous question, the Chair may postpone further consideration until a time designated by the Speaker. Finally, the resolution lays on the table House Resolutions 1489 and 1501. EXPLANATION OF WAIVERS The waiver of all points of order against consideration of the bill (except those arising under clause 10 of rule XXI) includes a waiver of clause 9 of rule XXI (regarding earmark disclosure). The waiver is necessary because the bill is being considered the same day it was introduced. The Committee is not aware of any earmarks in the bill and the waiver is, therefore, prophylactic in nature. The Committee is not aware of any points of order against provisions of the bill.
