Mr. John D. Webster retired as the Chief Financial Officer at the Library of Congress in January 2005. He was appointed to that position in November 1989 and is responsible for strategic planning, annual program performance planning, budget, accounting operations, financial reporting, financial systems, and disbursing functions. He also served as Co-Chairman of the Legislative Branch Financial Managers Council for seven years. Mr. Webster is now an independent consultant providing accounting and training services. He is also a Vice-Chairman of the Board of the Journal of Government Financial Management.

Previously, Mr. Webster worked with the Office of Personnel Management (OPM) for 14 years in a number of positions associated with government-wide benefits programs. His last position with OPM was Deputy Assistant Director for Financial Control and Management. He was responsible for accounting, budget, management information, quality assurance, and administrative services for the Retirement and Insurance Group.

Prior to joining the government sector Mr. Webster was a senior accountant with Haskins & Sells where he specialized in financial audits and systems development for public and private organizations.

Mr. Webster is a recipient of the Library of Congress's highest award, the Librarian's Award for Distinguished Service, for his 15 years of work in improving the agency's financial management. He also received OPM's highest award, the Director’s Award for Distinguished Service, for improving the financial management of the federal benefits systems. He has earned the Department of the Treasury’s Award for Distinction in Payments Management for improving the management of the Federal Employees’ Health Benefits System; the Achievement of the Year Award from the Association of Government Accountants’ Washington Chapter for improving the Library’s financial management; the Association of Government Accountants’ (AGA) Elmer Staats award, and AGA's Presidential Award in 2000 for outstanding work as National Treasurer and Chairman of the Finance and Budget Committee. Finally, Mr. Webster received the highest award given to a federal financial manager, the Donald L. Scantlebury Memorial Award, from the Joint Financial Management Improvement Program in March 2005.

Mr. Webster is a Certified Public Accountant, a Certified Government Financial Manager, and a Certified Internal Auditor. He holds a B.S. degree from the University of Maryland. He is a past lecturer at Northern Virginia Community College and Howard County Community College.

He is a member of the Washington Chapter of the Association of Government Accountants and the American Institute of Certified Public Accountants.
