The Transportation, Community, and System Preservation (TCSP) Program provides funding for a comprehensive initiative including planning grants, implementation grants, and research to investigate and address the relationships between transportation, community, and system preservation and to identify private sector-based initiatives.

States, metropolitan planning organizations, local governments, and tribal governments are eligible for TCSP Program discretionary grants to plan and implement strategies which improve the efficiency of the transportation system, reduce environmental impacts of transportation, reduce the need for costly future public infrastructure investments, ensure efficient access to jobs, services and centers of trade, and examine development patterns and identify strategies to encourage private sector development patterns which achieve these goals.

Authorized funding for the TCSP Program is $25 million in FY 2005 and $61.25 million per year for FY 2006 through 2009. These funds are subject to the obligation limitation. The Federal share payable on account of any TCSP project or activity shall be 80% or subject to the sliding scale rate in accordance with 23 USC 120(b).


GRANT AWARD HISTORY

FY 2008

TCSP Program FY 2008

  • A total of $53.4 million were appropriated for the TCSP Program under the FY 2008 Consolidated Appropriations Act.
  • The Act designated TCSP Program funding for 102 projects in 36 States.
  • FHWA issued a solicitation of grant applications in accordance with the FY 2008 Consolidated Appropriations Act for FY 2008 TCSP Program funding.

  • $61.25 million were authorized under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users for the TCSP Program.
  • A total of $60.25 million were appropriated for the TCSP Program under the FY 2006 Omnibus Appropriations Act for eligible projects. $1 million is set aside for Section 1925, Community Enhancement Study in accordance with the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users.
  • TCSP Program funding totaling $51.9 million were awarded to 94 projects in 23 States as a result of Congressional designation.

  • $25 million were authorized under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users for the TCSP Program.
  • A total of $25 million were appropriated for the TCSP Program under the FY 2005 Omnibus Appropriations Act.
  • TCSP Program funding totaling $21.2 million were awarded to 39 projects in 23 States as a result of Congressional designation.

  • $25 million were authorized under the Surface Transportation Extension Acts of 2003/2004 for the TCSP Program.
  • A total of $25 million were appropriated for the TCSP Program under the FY 2004 Omnibus Appropriations Act.
  • TCSP Program funding totaling $23.5 million were awarded to 50 projects in 28 States as a result of Congressional designation.

  • $25 million were authorized under TEA-21 for the TCSP Program.
  • A total of $90 million were appropriated for the TCSP Program under the FY 2003 Omnibus Appropriations Act.
  • TCSP Program funding totaling $89.5 million were awarded to 139 projects in 41 States as a result of Congressional designation.

  • $25 million were authorized under TEA-21 for the TCSP Program.
  • The FHWA received 227 requests for TCSP Program funding totaling $167.1 million from 45 States and the District of Columbia.
  • A total of $276.1 million were appropriated for the TCSP Program under the FY 2002 Omnibus Appropriations Act.
  • TCSP Program funds totaling $276.1 million were awarded to 221 projects in 47 States and the District of Columbia as a result of Congressional designation.

  • $25 million were authorized under TEA-21 for the TCSP Program.
  • The FHWA received 296 requests for TCSP funding totaling $197 million from 46 States, including the District of Columbia and the Commonwealth of Puerto Rico.
  • A total of $51.7 million were appropriated for the TCSP Program under the FY 2001 Omnibus Appropriations Act.
  • TCSP funds totaling $48.6 million were awarded to 80 projects in 34 States as a result of Congressional designation.

  • $25 million were authorized under TEA-21 for the TCSP Program.
  • The FHWA received 285 requests totaling $148 million from 46 States and the District of Columbia.
  • $35 million were appropriated under the FY 2000 DOT Appropriations Act.
  • $21.7 million were awarded for 39 Congressionally designated projects in 27 States and the District of Columbia; and $9.3 million in discretionary funds were awarded to 45 projects in 35 States and the District of Columbia.

FY 1999

TCSP Program FY 1999

  • $20 million were authorized under TEA-21 for the TCSP Program.
  • The FHWA received 524 Letters of Intent that were reduced to 49 finalists as part of a two-step review process. Of these, 47 finalists from 31 States submitted applications. No applications were received from North Dakota or the Commonwealth of Puerto Rico.
  • $20 million were appropriated under the FY1999 DOT Appropriations Act. Of these funds, $4 million were set aside for a joint NASA/ FHWA Remote Sensing project through Congressional designation.
  • $13.1 million were awarded to 35 projects in 28 States, including the District of Columbia.
