Draft Fourth Northwest Conservation and Electric Power Plan
Northwest Power in Transition: Opportunities and Risks
May 23, 1996 | document 96-5
[Note: This document has been replaced by the Revised
Fourth Power Plan, document 98-22.]
Introductory letter
Dear Interested Party:
In March 1996, the Northwest Power Planning Council released for public
comment the Draft Fourth Northwest Conservation and Electric Power Plan.
Comment on that draft was held open through 1996, while the Comprehensive
Review of the Northwest Energy System was conducted. This Addendum to the
draft power plan updates information that has changed since the release of
the draft plan, incorporates recommendations from the Comprehensive Review
Steering Committee and suggests ways to implement those recommendations.
The Council will take public comment on this Addendum through October 31,
1997. Hearings are being scheduled in all four Northwest states, and
consultations on the Addendum will be held as needed.
The Draft Fourth Northwest Power Plan describes the changing
electricity industry, analyzes some of the consequences of the more
competitive power market that is emerging, and suggests some alternative
strategies the Northwest may adopt in response to industry changes. No
changes have been made to that draft; all updating and comment have been
incorporated into the Addendum.
Taken together, the draft power plan and the Addendum constitute the
complete Draft Fourth Northwest Conservation and Electric Power Plan.
Additional copies of the Addendum (publication 97-7), the draft plan
(publication 96-5) or the technical appendices (publication 96-5A) are
available from the Council?s central office. (You can order the complete
set of technical appendices or individual sections.) Call: 1-503-222-5161
or 1-800-452-5161. FAX your request to: 1-503-795-3370.
[The comment period has ended.] The Council
welcomes your comment. Please submit written comment to: "Draft Power
Plan Comments" at Northwest Power Planning Council, 851 S.W. Sixth

Sincerely,
John Etchart
