District of Columbia Budget Autonomy Act of 2003

Long Title: A bill to amend the District of Columbia Home Rule Act to provide the District of Columbia with autonomy over its budgets, and for other purposes.

Description: The majority of the District of Columbia’s budget is funded by locally-generated revenue. Under existing law, that portion of D.C.’s budget, along with any federal appropriations, must be approved through the federal appropriations process. The proposed legislation would authorize the locally-elected government officials to approve the locally-funded portion of D.C.’s budget. This legislation, if passed, would have a significant impact to the Nation’s capital. By removing the local portion of the D.C. budget from the federal process, uncertainty and delay will also be removed and the District should be better able to manage its government services and programs.
