Congressman Hoyer was the Democratic sponsor in the House of Representatives of the “Help America Vote Act,” landmark legislation enacted in 2002 that is designed to protect every citizen’s right to vote. Under this law, Congress has appropriated $3 billion so far to help states update their voting equipment and train poll workers. The Act also requires states to abide by minimum voting standards such as the development of statewide registration systems, providing voters with provisional ballots and giving voters an opportunity to check their ballots and correct errors. This new law has been hailed as the most comprehensive voting reform since the Voting Rights Act of 1965.
