I want to thank Senators Menendez, Casey and Brown for agreeing to share the gavel during this important hearing, of vital interest to Americans concerned about the ongoing genocide in Darfur and the unspeakable suffering of millions of innocent men, women and children there.  The hearing offers an opportunity to focus here in the Banking Committee on what more Congress can do – and what all Americans can do – to increase pressure on the regime in Khartoum to radically change its behavior, and that of its proxies in the region.

Mr. President, I rise today to urge our colleagues to join with me in supporting the Specter-Leahy-Dodd amendment to restore the writ of habeas corpus for individuals held in U.S. custody.  I am pleased to be an original cosponsor of this amendment and a cosponsor of the underlying bill from which it is drawn -- S. 185, the Habeas Corpus Restoration Act, also introduced by Senators Specter and Leahy.

Senator Chris Dodd (D-Conn.) made remarks today on the floor of the U.S. Senate in support of the Higher Education Access Act of 2007.

Madam President, I begin by commending our leading sponsors and managers of this legislation, Senator Kennedy and Senator Enzi, for the leadership they provided in working on this important legislation. It is especially important to most American families, because all of us now are beginning to appreciate how expensive it is to receive a higher education -- tragically, I point out -- and what a higher education can mean to more and more Americans -- the quality of life, individual success of our citizenry, but also the collective health of our country as well when we have a well-educated population.

Chairman Akaka and members of the Subcommittee, thank you for the opportunity to testify in support of S.1182, the Quinebaug and Shetucket Rivers Valley National Heritage Corridor Amendments Act of 2007. I would like first to acknowledge the absence of Senator Thomas; this is the first hearing of the Subcommittee since his passing. Today we remember his dedication and service to Wyoming and the country, not least in his capacity here on the Subcommittee.

4/04/07: Statement of Senator Dodd on the President's Recess Appointment of Sam Fox

“It is outrageous that the President has sought to stealthily appoint Sam Fox to the position of ambassador to Belgium when the President formally requested that the Fox nomination be withdrawn from the Senate because it was facing certain defeat in the Foreign Relations Committee last week. I seriously question the legality of the President's use of the recess appointment authority in this instance.  I intend to seek an opinion on the legality of this appointment from the Government Accountability Office (GAO) and invite other Senators to join with me in that request.  This is underhanded and an abuse of Executive authority -- sadly this behavior has become the hallmark of this administration.”


3/14/07: Senator Dodd Speaks in Support of Latest Iraq Resolution

With concerns, Dodd backs resolution setting 'goal' date of withdrawal

Senator Chris Dodd (D-CT), a leading advocate of meaningful, binding action regarding Iraq, today voiced his support for the latest Iraq resolution during Senate debate today. Dodd, who in the past offered his own binding legislation regarding the redeployment of troops in Iraq, said he could support the resolution, but voiced some key concerns.
