On May 15, 2008, the Subcommittee held a hearing to review the effectiveness of the arms control, counterproliferation, and nonproliferation bureaucracy. Witnesses testified that the current organizational structure, under the jurisdiction of the State Department, may not be effective at executing its central mission. Part II of the series will consider the subject matter with members of the State Department.
The hearing will examine the organizational structures of the State Department responsible for arms control, counterproliferation, and nonproliferation; the processes it has in place for optimizing national efforts; and the human capital challenges it faces, including recruitment, development, and career advancement opportunities for both civil servants and Foreign Service Officers. Finally, the hearing will allow for a discussion of recommendations for improving the arms control, counterproliferation, and nonproliferation bureaucracies.
