As a member of the Senate Foreign Relations
Committee since 1993, I have consistently worked to ensure
that U.S. foreign policy enhances our national security by
promoting stability, prosperity and basic human rights around
the world.
I opposed the resolution authorizing the use of force in Iraq,
and since the war in Iraq began I have repeatedly pressed
the Administration to provide a clear strategy in Iraq. In
June 2005, I became the first Senator to introduce a resolution
calling on the President to provide a flexible timeframe for
achieving his military goals in Iraq and subsequently withdrawing
U.S. troops. More recently, I called on Congress to use its
power of the purse to put an end to our involvement in the
Iraq war. By passing legislation to end funds for the war
in six months’ time, Congress can force the President
to safely redeploy our troops out of Iraq. Redeployment will
allow us to fix this administration’s failed Iraq-centric
foreign policy and refocus our resources on threats from terrorist
networks around the world.
The fight against global terrorism is our highest national
security priority. I supported legislation authorizing the
use of force against those responsible for the September 11th
attacks, but I also recognize that a successful response to
the terrorist threat requires a multi-faceted approach, not
one that only relies on our military. In 2008, I gave a series
of three speeches to
explore how the United States can conduct a post 9-11 foreign
policy in our interconnected and interdependent world
that strengthens our long term national security and advances
the interests, values, and aspirations of the American people.
As the Chairman and a long-time member of the Subcommittee
on African Affairs, I have led a number of congressional efforts
to recognize sub-Saharan Africa's vast potential and to seriously
address the region's conflicts, public health crises, and
governance problems.
