Sessions Announces $4 Million for Special Needs People

to Build Hurricane Proof Facility

WASHINGTON – U.S. Senator Jeff Sessions (R-AL) today announced $4,285,467 in federal funding for the Association for Retarded Citizens of Baldwin County to construct a hurricane saferoom to provide shelter for individuals with special needs during natural disasters.

The funding is provided through a competitive grant offered by the Federal Emergency Management Agency, a part of the U.S. Department of Homeland Security.

The 15,000 square foot hurricane shelter will be built to sustain 200 mph winds and provide support to more than 370 disabled and mentally challenged citizens, staff, and emergency support during severe weather.

When not in use as an emergency shelter, the facility will serve as a special needs facility, providing programs to educate and promote the general welfare of the physically and mentally disabled community in Baldwin County.

Completion of the project is a priority for Baldwin County and the Alabama Emergency Management Agency.
“I am pleased to announce more than $4 million in funding for ARCBC,” Sessions said. “During severe weather, it is often individuals with special needs that are most vulnerable to the storm. This competitive grant will provide funding to construct a much-needed special needs facility, which will serve as a hurricane proof shelter, and I am pleased that the facility will also be used on a day-to-day basis to provide important programs aimed at improving the quality of life for the mentally and physically handicapped community in the area.”

ARCBC is seeking a USDA Rural Development loan to help fund the remaining costs of the project.

Federal grant programs are one way that local leaders, elected officials, and non-profit organizations can secure funding for local community improvement projects. Twenty-six federal agencies administer over 1,000 different competitive grant programs each year.

Sessions’ Birmingham office includes a full-time staff member to help local officials around the state seeking federal grants. In the last two years, the office assisted in obtaining over $183 million in federal funds for communities and organizations in Alabama.

Sessions’ office also publishes a Weekly Grants Advisory, available on Sessions’ website, www.sessions.senate.gov, to make grant information and application procedures more accessible to leaders in Alabama.
