DOE's Natural Gas Regulatory Responsibilities

The Office of Oil and Gas Global Security and Supply, Office of Natural Gas Regulatory Activities regulates natural gas imports and exports under Section 3 of the Natural Gas Act of 1938; maintaining statistics on North American natural gas trade, and overseeing the Office of Fossil Energy's international programs pertaining to natural gas and petroleum.

The Office of Natural Gas Regulatory Activities identifies developing export and international business opportunities for U.S. private industry, and develops programs and implements policies that will enhance the U.S. energy industry's ability to compete in foreign markets. It promotes technologies and solutions that will improve the global environment and increase U.S. energy security.

File Your Application Electronically

Prospective importers and exporters of natural gas can now request federal authorizations using a new, online e-file system. Currently, the electronic process is available for short-term authorizations to trade with Mexico and Canada or for importing liquefied natural gas.

The Office of Fossil Energy gives notice of receipt of a blanket application filed on August 15, 2008 by Cheniere Marketing, Inc. (CMI) to export on a short-term or spot market basis up to 64 Bcf of previously imported LNG cumulatively over a two-year period from the United States to the following international destinations: the United Kingdom, France, Portugal, Spain, Belgium, Turkey, Italy, Brazil, Argentina, Mexico, Japan, Korea, Taiwan, China, India, Dominican Republic and Chile. CMI also anticipates potentially loading LNG for delivery to the Commonwealth of Puerto Rico, a territory of the United States.

The Office of Fossil Energy gives notice of receipt of a blanket application filed on August 1, 2008 by Freeport LNG Development, L.P. to export  on a short-term or spot market basis up to 24 Bcf of previously imported LNG cumulatively over a two year period  from the United States to the following international desitinations: United Kingdom, Belgium, Spain, Japan, South Korea, India, China, Taiwan, France and Italy.

Order 2005 granting export authorization was issued June 3, 2008, and Order 2005-A Denying Request for Rehearing was issued July 30, 2008.

New Reporting Requirements

As part of the Office of Fossil Energy's ongoing effort to improve and streamline its natural gas import/export data collection process, the reporting requirements for natural gas and LNG importers and exporters have undergone a significant change (73 FR 6943, February 6, 2008).  As of January 2008, quarterly reports will no longer be required, and the monthly report has been amended to include the information and details previously collected in the quarterly reports.  The new monthly report sample forms and related instructions and guidelines are available on this Web site.  This section also includes a list of all the points of entry/exit and the pipelines located at these border points.   

LNG Data

Monthly data is now available for LNG imports. All data represents estimates and is subject to future revisions on this site and in the quarterly publication "Natural Gas Imports and Exports."

Filing Procedures

Due to ongoing delays in the delivery of mail, the Office of Natural Gas Regulatory Activities has instigated the following alternative application process. An applicant may fax an application for the import or export of natural gas to either (202) 586-6050 or (202) 586-4062. The faxed application must be accompanied by a photocopy of the check for the application fee. It must also include a cover letter or affidavit indicating that the applicant has mailed the application on the same day. Applications may still be delivered by messenger to the Forrestal Building.
