Secretary Daley Announces $5 Million Plan for Fisherman Economic Relief

WASHINGTON, D.C. - Commerce Secretary Daley today announced the release of a plan that would provide direct assistance to commercial fishermen hard hit by groundfish closures in the Gulf of Maine. The Secretary made the announcement while addressing 150 Massachusetts community and business leaders at Senator John F. Kerry's (D-MA) Massachusetts Day in Washington D.C.

Senator Edward M. Kennedy (D-MA) and Kerry worked with both fishermen and the Department of Commerce to develop a plan that helps mitigate the negative effects of recent closures.

"This plan will put money in the pockets of fishermen in a time of great need," stated Kerry. "We were able to negotiate a plan that helps keep fishermen on the water while stocks are recovering. I am hopeful that this plan will continue a cooperative working relationship that will ensure the success of a comprehensive aid package for fishermen."

Senator Kennedy said, "This is great news for the large number of our fishermen who have been severely affected by the current restrictions. In addition to providing much needed financial relief, the new cooperative management program will be a model for future joint research. It will enable fishermen to participate actively in managing the fisheries and preserving the industry for future generations."

The proposed rule calls for fishermen to be compensated proportionally for lost days at sea that have resulted from area closures in the Gulf of Maine. In return, fishermen will agree to use their vessels to support cooperative research projects with the National Marine Fisheries Service. Depending upon the number of boats that are eligible for assistance, permit holders may earn up to $1,500 per days lost at sea due to closings. Part of this money would be designated for crew members.

The proposed rule will be published in the Federal Register. After a 15-day public comment period, the rule can be enacted by the Secretary of Commerce.

Kerry worked with the Appropriations Committee to obtain this $5 million funding in last year's Omnibus Budget agreement.
