Senators Kennedy and Kerry Announce $1.8 Million for Improved Technology for Five Massachusetts Police Departments

Thursday, July 19, 2001

WASHINGTON, D.C. - U.S. Senators John F. Kerry and Edward M. Kennedy announced today that the Senate Subcommittee on Commerce, Justice, State has approved $1.8 million for the demonstration of a facial recognition and data capture system in the cities of Fall River, Brockton, Worcester, New Bedford and Fitchburg.

Senator Kennedy said, "This technology will help our local police departments fight crime on a regional basis. The coordination and information sharing this system provides will help our communities crack down on repeat offenders."

Senator Kerry said, "As organized crime in our society increases, our police departments must have the technology to change with the times. I am proud that these Massachusetts cities will be among the first to participate in this exciting, cutting-edge pilot program that allows local police departments to share information on suspects immediately."

These funds will create a demonstration project to provide funding for the development of a database structure, the installation of image facial recognition systems in participating communities, and communication links connecting these intra-community and inter-community police operations to assure real time information sharing. This pilot program will also serve to demonstrate and evaluate the booking and information gathering process utilizing the county-wide facial recognition system.

Facial recognition technology programs have already proven themselves in several communities nationwide, including Auburn, Massachusetts. The technology has the potential to be a significant addition to local and state law enforcement agencies, providing major advances in strengthening community and regional security and advancing criminal justice.
