Summary

The Department of the Navy requested GAO's opinion on whether it may credit a Navy nurse with increased allowances as with dependents.

GAO found that though officers are granted increased rental, subsistence, and quarters allowance for dependents, the Nurse's appointment and tenure of position were somewhat different from that of an officer, and there was no intent to authorize increased allowances if she had dependents for whom she could not secure assignment of public quarters for the occupancy. Accordingly, GAO found that the voucher may not be certified for payment.
