Pakistan

The United States, through the Departments of Defense, State, USAID, and others, has provided billions of dollars in military, economic, and developmental assistance to the Pakistani government to enhance its ability to assist in the Global War on Terror.

  • The Secretaries of State and Defense and the Administrator of USAID will need to work together and in conjunction with the intelligence community and the Pakistani government to develop a comprehensive plan to address the terrorist threat in Federally Administered Tribal Areas (FATA).

  • Despite U.S. assistance, Pakistan faces internal problems, including active insurgent and paramilitary groups, and a terrorist safe haven still exists in Pakistan’s FATA and remains a threat to the United States and others parts of the world.

  • Past U.S. efforts to address the terrorist threat in this region have focused primarily on funding Pakistani military operations. Future plans call for the use of more elements of national power, such as economic development, infrastructure improvements, public diplomacy, and law enforcement support to address myriad factors relating to ongoing security concerns, development needs, and political instability.
