Summary

A firm protested a National Cancer Institute (NCI) solicitation for medical research support, contending that the specifications were ambiguous and failed to provide for competition on a common basis. GAO held that: (1) there was no evidence that the specifications demonstrated a bias in favor of the incumbent contractor; and (2) the solicitation was not defective, since adequate information was available for bidders to compete intelligently and equally. Accordingly, the protest was denied.
