Summary

Pursuant to a congressional request, GAO provided information on spending programs that have been identified by the Green Scissors Campaign as both environmentally harmful and financially wasteful. GAO found that the Green Scissors Campaign, a coalition of 23 private organizations concerned about the environment and federal cost control, produced a report in 1996 that suggests reductions and other changes in 47 federal programs.
