Summary

Under the Impoundment Control Act, funds proposed for rescission must be made available for obligation unless the Congress completes action on a rescission bill with 45 days of continuous congressional session following the day such a proposal is received by the Congress. GAO reported on the status of budget authority proposed, but rejected, for rescission in the President's first special message for fiscal year 1980.

In the President's first special message to Congress for fiscal year 1980, the President proposed the rescission of budget authority that had been made available to the International Communications Agency for special international exhibitions. The 45-day period for action on this proposal has passed with congressional action. Therefore, the funds were allotted to the program.
