Summary

GAO presented material for consideration in preparation of the House Public Works and Transportation Committee's views and estimates report on the President's fiscal year (FY) 1984 budget proposals.

The budget for appropriation accounts and budget functions under the jurisdiction of the committee reflects an increase of $1.9 billion in outlays and $554 million in budget authority for FY 1984. Outlays for natural resources and environment, conservation and land management, recreation, and pollution control and abatement will decrease. Outlays for programs in the transportation budget function will increase by nearly $3.3 billion in FY 1984, primarily for maintaining and upgrading highways. Spending on programs in community and regional development and Federal buildings will decrease in FY 1984. Legislation will be proposed to permit the charging of user fees to be deposited in the Inland Waterway Trust Fund. In addition, a number of programs under the committee's jurisdiction will require reauthorization for FY 1983 or later.
