Summary

Various proposals for third party leaseback of installed and uninstalled automatic data processing (ADP) equipment were reviewed. Each of the six methods of procurement, whether undertaken for installed or uninstalled ADP equipment and whether by means of a one-step or two-step proceeding, was a permissable method of procurement. Any of these plans should be instituted on a trial basis, and the General Services Administration (GSA) should continue to seek ADP fund capitalization to finance ADP purchases. Each proposed leaseback of ADP equipment should be approved by GSA.
