(April 23, 2006) Westlake area, CA - Congresswoman Lucille Roybal-Allard speaks at a legislative training session hosted by the National Association of Letter Carriers (NALC) at the NALC's Angel City Branch 24 Union Hall in the Westlake area. As part of NALC's legislative training, letter carriers from around the Southern California region convened in Los Angeles to engage their union membership in the political process on the local, state, and federal levels. Founded in 1889, the NALC is the national union of city delivery letter carriers employed by the U.S. Postal Service.
