Summary

The Recorder of Deeds for the District of Columbia asked for GAO's opinion regarding whether funds could be used from the miscellaneous and contingent item portion of the District's appropriations for the purpose of printing programs and invitations for a corner-stone ceremony.

GAO determined that since the expenses in connection with the cornerstone ceremonies were not required in the performance of the duties imposed by law upon the office, the appropriation for miscellaneous and contingent expenses of the Recorder of Deeds offices was not available.
