Summary

Recent legislative changes should help address discrimination arising from the Immigration Reform and Control Act of 1986 (IRCA). To significantly reduce discrimination, however, GAO believes that employers need to be educated, the number of work eligibility documents reduced, and regional offices established to greater emphasize antidiscrimination enforcement. During the past two years, the Departments of Justice and Labor have spent substantial time and money educating employers. Despite these efforts, the number of work eligibility documents remains the same, and regional offices have not been established to help carry out antidiscrimination enforcement for the Office of Special Counsel for Immigration-Related Unfair Employment Practices.
