Authorization for Submission of a Voucher for the Removal of a Federally Owned Horse

Summary

The National Guard State Armory of Connecticut requested a decision from GAO as to whether it was authorized to pay a voucher submitted in favor of the East Side Hide Company for the sum of ten dollars for the removal of a Federally owned horse, injured during a drill.

In view of the fact that the statutes make no provision for the incurrence of any expense for the removal or horses killed, or dying while in use by the National Guard, GAO found that the National Guard was not authorized to pay the voucher.
