Summary

The Secretary of the Treasury forwarded to GAO for countersignature two warrants proposing to deposit the sum of $60 to a receipt account, and appropriating said amount to a trust find account.

GAO found that the funds had been contributed by the sponsor of a project of the Works Progress Administration for prosecution in the State of Louisiana to supplement public funds made available for that purpose by federal law. Further, GAO found that there is no provision in the law authorizing the acceptance, on behalf of the United States, of cash donations or contributions for covering into the Treasury. Accordingly, GAO found that the countersigning of the two warrants was unauthorized.
