Summary

In response to a congressional request, GAO provided information on agencies' compliance with the provisions of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, focusing on agencies' reports on the physical security standards for shipment and storage of nuclear materials outside the United States.

GAO found that: (1) four of the five affected agencies submitted their reports late because of disagreements with the Department of Defense (DOD); (2) DOD officials indicated that each agency produced its report independently, and made only minor changes at the request of other agencies; and (3) because of a lack of proper documentation, GAO was unable to determine the nature and source of changes each agency made to its draft report.
