Summary

GAO reviewed the Department of Defense (DOD), General Service Administration (GSA), and National Aeronautics and Space Administration's (NASA) new rule on Federal Acquisition Regulation; FAR case 2008-004, prohibition on restricted business operations in Sudan and imports from Burma. GAO found that (1) the interim rule requires every contract entered into by an executive branch agency to contain a certification stating that the contractor does not conduct certain business operations in Sudan, and adds Burma to the list of countries from which most imports are prohibited, and (2) except for the delay in the effective date, DOD, GSA, and NASA complied with the applicable requirements in promulgating the rule.
