Summary

The Department of Housing and Urban Development's (HUD) budget request for fiscal year 1996 totals $26.3 billion, a two percent increase in budget authority and a two percent decrease in outlays over fiscal year 1995 levels. The budget reflects HUD's proposed first steps in transitioning to the new agency envisioned in its December 1994 reinvention blueprint. This testimony focuses on the (1) challenges facing HUD in implementing a budget based on the reinvention blueprint within the time frames envisioned, (2) potential impact of long-term management deficiencies on HUD's ability to implement the blueprint, and (3) budgetary savings that HUD proposes achieving during the next five years.
