PAYNE, MENENDEZ, ANNOUNCE $39 MILLION IN HUD GRANTS 
FOR NEW JERSEY
JERSEY CITY – Tenth District Congressman Donald Payne joined with Thirteenth District Representative Bob Menendez today in announcing that the Fiscal Year (FY) 2002 Consolidated Plans for the State of New Jersey, as well as for several counties and cities in both the 10th and 13th Congressional Districts, have been approved by the U.S. Department of Housing and Urban Development (HUD).  The Consolidated Plan will benefit low- to moderate-income persons and address homeless needs through public services and facilities.  In addition, it allows for substantial rehabilitation of housing and other assistance to facilities that serve persons with AIDS.  The grants will provide $39,601,000 combined to the recipients.

“This federal funding is critically important as we work to address the housing needs of New Jersey families and individuals,” Payne said. The HUD grants will enable our communities to continue moving forward in improving the quality of life for local residents.  Housing opportunities and economic development go hand in hand, and we are pleased that we can continue to build on our efforts to strengthen our New Jersey communities.”

“HUD programs, such as CDBG and HOME, not only provide housing and community revitalization, but also meet local needs and expand opportunities for all our residents,” said Menendez.  “I look forward to my continued work in Congress to help ensure that this critical funding is available for all our communities, to help our towns and cities grow and prosper, and to enable our residents to achieve the American Dream.”

The Consolidated Plans include funding for four major projects, including Community Development Block Grants (CDBG), Emergency Shelter Grant Program (ESG), Housing Opportunities for Persons with AIDS (HOPWA), and Home Investment Partnerships (HOME).  Although the rehabilitation of affordable housing has traditionally been the largest single use of the grants, the programs are also an increasingly important catalyst for economic and community development activities.
 
The following grants have been awarded to the State of New Jersey and the 13th and 10th Congressional Districts:

State of New Jersey: CDBG $9,574,000; HOME $7,413,000; ESG $1,473,000; HOPWA $1,991,000;
Essex County: CDBG $7,198,000; HOME $1,299,000; ESG $260,000;
Union County: HOME Consortium $1,423,000; CDBG $6,393,000; ESG $220,000;
Union Township: CDBG $811,000;
Woodbridge: CDBG $760,000; HOPWA $786,000.
