Summary

GAO reviewed the Environmental Protection Agency's (EPA) new rule on Interstate Ozone Transport. GAO found that (1) the rule would establish the final full nitrogen oxides budget for states subject to the nitrogen oxides state implementation plan (SIP) Call, require Georgia and Missouri to submit SIP revisions meeting the full nitrogen oxides SIP Call budgets since they were not required to submit Phase I SIPs, amend two prior rules in response to several court decisions, and modify the Appeal Procedures and the Federal Nitrogen Oxides Budget Trading Program; and (2) EPA complied with applicable requirements in promulgating the rule.
