Summary

GAO reviewed the Office of Personnel Management's (OPM) final rule on Health Insurance Premium Conversion. GAO found that (1) the rule implements the health insurance premium conversion plan for employees participating in the Federal Employees Health Benefits Program and enables employees to pay premiums with pre-tax dollars; and (2) with the exception of a 60-day delay in the rule's effective date, OPM complied with the applicable requirements in promulgating the rule.
