The Office of Population Management is responsible for developing department-wide population management strategies and policy options and assisting with implementation as the Department of Corrections' population needs become increasingly complex.
 
The Office of Population Management focuses current DOC efforts and develops new channels of collaboration to ensure that the department is addressing long-term population needs in the correct locations depending on their individual security, programming, and other needs of the Oregon Accountability Model. The unit comprises:
 
  • Capacity and Resources
  • Prison Construction
  • Community Development
  • Special Needs Population
  • Classifications
 
New Prison Construction is responsible for all activities necessary to bring new facilities on line as scheduled. This involves not only the construction itself, but development of infrastructure agreements with service providers at a just, fair and reasonable price.
 
Community Development supports new prisons as they integrate into the communities that host new facilities. The Community Development staff takes the lead in fostering the understanding that the Department of Corrections will be a good neighbor; prison advisory committees actively participate with DOC in conversations about local activities.
 
The Inmate Classification Unit  maintains and provides department-wide management of a variety of Institution Division programs that substantially contribute to the safety and security of the institutions and the general public. These programs include institutional classification, institutional transfers, earned time, inmate assignments to and from the Intensive Management Unit, population management, and the development/management of contract rental beds. 

Institutional operations are significantly affected by these responsibilities. Inmate Classification ensures consistency in management of the inmate population to include: assignment of inmates to institutions based upon their level of risk (18,000 classifications and 18,000 transfers each year), separation of inmates for their individual safety or for the overall operation of the institution (300 IMU assignments/reassignments each year), and balancing the inmate population throughout the prisons. These important responsibilities are guided by the department´s mission to hold offenders accountable and to reduce the risk of future criminal behavior.

Inmate Classification also provides routine oversight, coordination, and facilitation of the department´s program to house inmates in non-department institutions. All ongoing operational aspects of the program are carried out in a manner that is cost effective, consistent with applicable administrative rules, and according to contract/agreement. Counselors manage and provide casework services for inmates housed in contract facilities outside the State of Oregon, based upon the assessed needs of inmates and incarceration requirements. These may include correspondence, program reviews and recommendations for prison term reduction; investigations and research on pending legal matters; responding to inmate funds issues; tracking impending releases and facilitating transitional programming.
