South Redmond Tract DRAFT Land Use and Management Plan
Public Notice
 
The Department of State Lands (DSL) will hold a public hearing on the revised Draft Land Use and Management Plan for the South Redmond Tract on Tuesday, June 17, 6:30 p.m. at the Redmond Fire & Rescue Meeting room, 341 NW Dogwood Ave., Redmond.
 
The 945-acre parcel is located south of the Deschutes County Fairgrounds and east of Juniper Golf Course. 
 
The second draft plan incorporates public input received in November last year. The results of the June 17 public hearing will be used to finalize the plan and determine compatibility with the Redmond and Deschutes County comprehensive land use plans. The completed document will guide the use and development of the tract, which borders the Redmond city limits and Urban Growth Boundary (UGB).
 
“The Land Use and Management Plan was developed to support urban development of the tract, including large-lot industrial parcels of 100 acres or more in the southern portion,” said John Lilly, DSL’s asset manager. The potential for land exchanges with Deschutes County, the Oregon Military Department and the Oregon Parks and Recreation Department are also identified in the plan. A primary purpose is to ensure that new land uses increase the potential of the tract to generate the greatest possible revenues to the state’s Common School Fund (CSF).  
 
DSL is not proposing a specific, detailed site development plan, as additional master planning may be required at the time the tract is brought into the UGB. 
 
The South Redmond Tract is an asset of the CSF, established at statehood for public schools and overseen by DSL and the State Land Board.  DSL’s land management and other program activities provide revenue for the fund.  Earnings from the CSF are distributed twice yearly to Oregon’s 198 K-12 public school districts.  In 2007, districts received $55.4 million.
