Program Overview
In 2002, the Office of State Fire Marshal began forming an Urban Search and Rescue (US&R) team to respond to structural collapse emergencies or other incidents where collapse rescue capabilities are needed. The team will respond to incident that overwhelm local resource or, in the case of a state emergency, the team will provide an initial response until a full Federal Emergency Management Agency (FEMA) team arrives. To accomplish the tash, the Oregon US&R team has acquired three 53’ trailers that are fully stocked with rescue equipment from funds provided by Office of Domestic Preparedness (ODP) and Homeland Security equipment grants. A total of $1.7 million has been used to purchase the trailers, equipment, and training.
 
The Oregon US&R Task Force is a multi-jurisdictional team that provides assistance at structural collapse and technical rescue incidents statewide when activated by the Governor.  The Task Force is organized into Regional Teams based on geographical areas for a rapid deployment. Currently there is a North and South Team. The OR-US&R Task Force is a Regional Task Force with a Type 1 capability.
 
The OSFM maintains three caches of structural collapse rescue equipment in partnership with the participating fire departments and the Oregon Department of  Transportation.
 
The Oregon Legislature amended ORS 476.520 and 476.590 to allow the task force to respond to structural collapse and provide technical search and rescue assistance statewide.

The following agencies have entered into an intergovernmental cooperation agreement with the Office of State Fire Marshal (OSFM) to serve in a statewide network of fully trained and equipped multi-disciplinary teams who provide timely technical disaster search and rescue services for the state of Oregon.

Operations Manual
Oregon Urban Search and Rescue’s mission is to focus efforts on response to emergencies encompassing the full range of natural and human-caused disasters. The OR-TF1 became operations in February 2005, under the auspices of The Office of State Fire Marshal.
 
In continuing the program of preparedness, it includes training, specialized equipment, and procedures for responding incidents of structural collapse or threat of collapse.
 
The US&R Operations Manual provides an introduction, organization and mobilization plan for task force members.

Position Descriptions
There is a change in the process for training certifications for Oregon US&R.  DPSST is providing a certification application for US&R on their webpage.

  1. Applicants review the position description below.
  2. Applicants will go to the DPSST website, complete the US&R certification application, and have it signed by their training officer.
  3. Applicants will submit a completed General application & DPSST application to US&R training officer Don Schallberger at dons@ci.hillsboro.or.us

Training
Through Homeland Security grants, OR-TF1 has trained 211 firefighters to technician level. The past three years Oregon task force members have participated in courses specifically designed to help them understand hazard associated with structural collapse incidents including the recognition of applicable construction types and categories and expected behaviors of components and materials at a structural collapse. All US&R training must meet ODP/DHS grant approval.
 
In 2007, DPSST provided grant assistance to conduct two additional training classes for the State Fire Marshal Incident Management and Urban Search and Rescue Teams

Mobilizations Exercise
June 4, 2006 the state Incident Management Team and Urban Search and Rescue conducted the first mobilization exercise. The incident focused on a mock explosion at the Rose Garden. Over 100 rescue personnel participated in the 9 hour exercise.
