SummaryIn response to a congressional request, GAO provided copies of several reports on the Federal intergovernmental assistance system. A major conclusion of GAO reports over the years has been that, since the Federal Government relies so heavily on State and local governments to implement national objectives on a partnership basis, the Federal level needs to design programs that are more sensitive to the fiscal, legal, and administrative environments of State and local governments. |
