Federal Response Stages

Below is a table that maps the World Health Organization (WHO) pandemic phases to the U.S. federal response stages.  Following the table is more detailed information for each of the federal response stages, including goals, actions, and policy decisions based on the outbreak situation and the risk posed to the U.S.

The table shows the correlation between the World Health Organization (WHO) pandemic phases and the US Federal response stages.  The WHO Inter-Pandemic Period is divided into phases 1 and 2; these correspond to the US Response stage 0 (zero).  The WHO Pandemic Alert Period is divided into three phases: phases 3, 4, and 5. WHO phase 3 corresponds to the US Response stages 0 (zero) and 1.  WHO phases 4 and 5 correspond to the US Response stage 2.  WHO Pandemic Period is phase 6, corresponding to US Response stages 3, 4, 5, and 6.

Stage 0

New Domestic Animal Outbreak in At–Risk Country

Goals

Provide coordination, support, technical guidance
Track outbreaks to resolution
Monitor for reoccurrence of disease

Prepare to deploy rapid response team and materiel

Suspected Human Outbreak Overseas

Rapidly investigate and confirm or refute
