STATEMENT OF BARBARA COMSTOCK, DIRECTOR OF PUBLIC AFFAIRS:


“Today's decision recognizes that Iraq is no longer subject to laws applicable to terrorist-supporting states. The decision preserves the President’s ability to conduct foreign affairs and ensures that the assets of the former Iraqi regime remain available for the use and benefit of the Iraqi people. In a March 20, 2003 Executive Order, the President, acting pursuant to Congressional authorization, vested in the United States $1.7 billion in previously frozen Iraqi funds in the United States. As part of his order, the President set aside approximately $120 million for payments to those Americans who had previously obtained judgments in court against the Iraqi regime.”
