     ANTITRUST DIVISION NAMES TWO ADDITIONS TO LEADERSHIP TEAM   

     WASHINGTON, D.C. -- The Department of Justice announced
today two senior appointments in the Antitrust Division--Daniel
L. Rubinfeld as Deputy Assistant Attorney General for Economic
Analysis and Thomas G. Krattenmaker as Special Counsel for Policy
and Regulatory Affairs.  

     Rubinfeld replaces Andrew S. Joskow who will be joining the
National Economic Research Associates (NERA) as Vice President
and Associate Director of the Washington, D.C. office.

     Joel I. Klein, Assistant Attorney General in charge of the
Department's Antitrust Division, said that Rubinfeld will be
responsible for supervising all economic analysis within the
Division and directing its Economic Analysis Group. 

     "Professor Rubinfeld is a leading scholar in economics who
has extensive experience on issues of central importance to the
Division.  He also brings valuable perspective to the Division as
a key economic expert working in the legal environment.  His
talents and expertise will assist substantially in ensuring that
American markets remain free and open and that American consumers
are protected from anticompetitive actions," said Klein.

     Rubinfeld comes to the Division from the University of
California at Berkeley, where he was a Professor of Economics and
Law.  He also has taught at Wellesley College and the University
of Michigan.

     Rubinfeld received his Ph.D. and M.S. degrees in Economics
from the Massachusetts Institute of Technology, in 1972 and 1968,
respectively.  He received his B.A. degree in Mathematics from
Princeton University in 1967. Thomas Krattenmaker comes to the
Division from the College of William and Mary Marshall-Wythe
School of Law, where he was Dean and Professor of Law. 
Previously, he taught at the Georgetown University Law Center and
served as the Law Center's Associate Dean for Graduate Studies. 
He has published numerous books and articles on antitrust law,
telecommunications law, and deregulation that are highly regarded
and widely cited.

     Krattenmaker will provide advice to Klein on both merger and
civil non-merger investigations and serve as Special Counsel for
Policy and Regulatory Affairs with a concentration on
telecommunications policy.

     "Professor Krattenmaker is a widely-known antitrust scholar
and has more than 20 years of experience in dealing with
competition in telecommunications markets and regulation," said
Klein.  "He will be an extremely valuable asset as the Division
examines these issues in a rapidly changing environment.  We are
delighted and extremely fortunate to have him join the Division."

     Krattenmaker received his J.D. degree from Columbia
University in 1968 and his B.A. degree in Economics from
Swarthmore College in 1965.  He began his legal career as a law
clerk to Justice John M. Harlan of the United States Supreme
Court.    Joskow, a long-term and highly valued Antitrust
Division employee, became Deputy Assistant Attorney General for
Economic Analysis in October 1996.  He has served in the Division
since 1984. 

     "Andy's contributions to the Antitrust Division during his
13 years of service have been extremely valuable and assisted
immeasurably in the advancement of essential economic theory and
antitrust analysis," said Klein.  "His contributions will be
sincerely missed."
