In-Prison Re-Entry Training Program - - Presolicitation Notice

The Department of Justice’s Federal Bureau of Prisons (FBOP) has announced it intends to award a number of contracts for the provision of residential re-entry programs for inmates at one or more pilot site institutions. The purpose of the residential re-entry program is to facilitate personal behavioral and attitudinal change for those inmates who volunteer, and as a result, to reduce recidivism. Faith-based and community-based organizations may submit proposals equally with other organizations for any of these contracts.

Proposals must include secular (i.e. non-religious) programming in nine life-skills areas: 1) daily living, 2) mental health, 3) wellness, 4) interpersonal skills, 5) academic, 6) cognitive, 7) vocational, 8) leisure time, and 9) character. Proposals may address these areas from a faith-based or religious perspective, in addition to a secular track. If Offeror proposes a faith-based perspective, it must offer a curriculum from a secular perspective as well and both tracks must be of equal quality. Prospective contractors are permitted to submit separate proposals for any or all of the pilot site locations: Federal Correctional Institution (FCI) Seagoville, TX; Federal Correctional Complex Beaumont, TX; United States Penitentiary Hazelton, WV (Female Unit); FCI Fort Dix, NJ; FCI Edgefield, SC; and FCI Tucson, AZ.
