The Copyright Law of the United States (contained in Title 17 of the United States Code) governs the making of photocopies or other productions of copyrighted material. Users are liable for any infringement. The University of Arizona adheres to this statute, relying on educational exemptions provided to libraries and the fair use provisions of the Copyright Law, and obtains the permission of the copyright holder when required.
