OEF/OIF Student Veterans Re-entry Group:

Join other veterans as they engage the process of adjustment to life after the life-changing experience of an overseas deployment. Areas of focus include: Culture shock—Military vs. University, Post Traumatic Stress, Post-traumatic growth and navigating relationships with those who haven't been there. Obtaining Montgomery G.I. Bill Education Benefits and Enrollment Certification

What you do:

  • Veterans (or other qualified persons) who want to use their educational benefits at Oregon State University must submit a Certificate of Eligibility for VA Education Benefits to the VA certifying official (OSU Registrar's Office). Veterans (or other qualified persons) who have previously used VA education benefits at another institution and wish to transfer to OSU, must file VA Form 22-1995, Change of Place of Training, or VA Form 22-5495, Request for Change of Program or Place of Training Survivors' and Dependents' Educational Assistance, with the Registrar's Office.
  • Apply to the VA Administration for your education benefits, confirmation number, and certificate of eligibility. Make your monthly WAVE (Web Automated Verification of Enrollment) verifications.
  • Select a major (not UESP) by the time you reach junior standing (90-134 credits earned).
  • Contact the Registrar's Office:
    • If you change your academic major. At the Registrar's Office, file VA form 22-1995, Request For Change of Program or Place of Training,
      or
      VA form 22-5495, Request for Change of Program or Place of Training for Survivors' and Dependents' Educational Assistance.
    • If you increase or reduce your credit load and fall under a different payment rate category.
    • When you approach junior standing (90 credits or more).
    • If you withdraw from studies at OSU.

Montgomery GI Bill-Active Duty and Veteran-Selected Reserve (Chapter 30 and Chapter 1606)

  1. Apply for your education benefits on the GI Bill website at http://www.gibill.va.gov/.
  2. Provide your confirmation number and subsequent Certificate of Eligibility to the OSU Registrar's Office.
    Also, If you have a Notice Of Basic Eligibility (NOBE), give the OSU Registrar's Office a copy.
  3. Juniors, seniors and postbaccalaureates need to provide the Registrars' Office a copy of their OSU academic advisor-approved course plan.
  4. Graduate students must give the Registrars' Office a copy of their official OSU Graduate School program before they can be certified for the fourth term.
  5. The OSU Registrar's Office will certify your enrollment to the VA.
  6. On the last day of the month, verify your enrollment to the VA via the Web Automated Verification of Enrollment (WAVE) or by calling the toll free Interactive Voice Response line at 1-877-823-2378
  7. Monthly benefits are paid directly to you to use at your discretion. If your enrollment has been certified 30 days prior to the start of the term, the first benefit should be expected to arrive in the month following the first full month of school. For example, if you start school in the fall, your first benefit should be expected to arrive in November.

Dual-Enrolled Students:

  • OSU will certify your OSU courses; your other institution will certify its own courses.
  • You must provide the OSU Registrar's Office with your OSU academic advisor's approval for courses you enroll in at the other institution.
  • OSU will send a 'Parent School Letter' to the other institution, which permits the other institution to certify your enrollment in those courses.

Veterans Educational Assistance Program (VEAP) (Chapter 32)

Who qualifies?

Veterans who first entered on active duty between 1/1/77 and 6/30/85 contributed to an education account to establish eligibility. Contribution must have been made by March 31, 1987. The maximum contribution for each participant was $2,700. Department of Defense funds equal to twice the contribution are added to the veteran's account. Veterans have 10 years from the date of release from active duty to use VEAP benefits.

  1. Apply for your education benefits on the GI Bill website at http://www.gibill.va.gov/.
  2. Provide your confirmation number and subsequent Certificate of Eligibility to the OSU Registrar's Office.
    Also, If you have a Notice Of Basic Eligibility (NOBE), give the OSU Registrar's Office a copy.
  3. Send or bring these to the OSU Registrar's Office.
  4. Juniors and seniors and postbaccalaureates need to provide the Registrars' Office a copy of their OSU academic advisor-approved course plan.
  5. Graduate students must give the Registrars' Office a copy of their official OSU Graduate School program before they can be certified for the fourth term.
  6. The OSU Registrar's Office will certify your enrollment to the VA.
  7. The VA mails monthly benefit checks to the address given them on the application form. You may have your checks directly deposited into your bank account. The first check should arrive sometime in the month following the first full month of school. For example, if you start school in the fall, your first check should arrive sometime in November.

Note:

After this, you must make monthly enrollment verifications via the Web Automated Verification of Enrollment (WAVE) or by calling the toll free Interactive Voice Response line at 1-877-823-2378.

Dual-Enrolled Students:

  • OSU will certify your OSU courses; your other institution will certify its own courses.
  • You must provide the OSU Registrar's Office with your OSU academic advisor's approval for courses you enroll in at the other institution.
  • OSU will send a 'Parent School Letter' to the other institution, which permits the other institution to certify your enrollment in those courses.

Survivors' and Dependents' (DEA) (Chapter 35)

  1. Apply for your Survivors' and Dependents' Educational Assistance (DEA) on the G.I. Bill Website at http://www.gibill.va.gov/.
  2. After you receive your Certification of Eligibility, mail or bring a copy to the OSU Registrar's Office.
  3. The OSU Registrar's Office will certify your enrollment.
  4. The VA mails monthly benefit checks to the address given them on the application form. The first check should arrive sometime in the month following the first full month of school. For example, if you start school in the fall, your first check should arrive sometime in November.
  5. Juniors and seniors and postbaccalaureates need to provide the Registrars' Office a copy of their OSU academic advisor-approved course plan.
  6. Graduate students must give the Registrars' Office a copy of their official OSU Graduate School program before they can be certified for the fourth term.

Vocational Rehabilitation (Chapter 31)

  1. Apply for vocational rehabilitation benefits from a VA counselor. You can fill out VA Form 28-1900, Disabled Veterans Application for Vocational Rehabilitation, and mail it to the VA regional office that serves your area. The form is available to be filled out online at Veterans ON-line APPlication (VONAPP) at http://vabenefits.vba.va.gov/vonapp/who_uses.asp. VA Form 28-1900 may be printed out from the Forms page at http://www.vba.va.gov/pubs/forms1.htm.
  2. Once your vocational rehabilitation benefits have been approved, the VA will send OSU an authorization form so that you may receive benefits if you are enrolled at OSU.
  3. You must inform the OSU Registrar's Office if you increase or reduce your credit load and fall under a different payment rate category.
