Background

The Ashland/Northern States Power Lakefront site sits on the shore of Chequamegon Bay, Lake Superior, in northern Wisconsin. The site actually is made up of several properties including those owned by Northern States Power Company of Wisconsin (d/b/a Xcel Energy), Canadian National Railroad and City of Ashland. Ten acres of contaminated lake sediment just off-shore is also part of the Superfund site. Ground water underlying the site and an adjacent residential area is contaminated, as is soil at the site. November 2008

EPA and Wisconsin DNR invite the public to an information update session detailing the different cleanup options being considered for the Ashland/NSP site. The information session is scheduled for Wednesday, December 10 at 6:30 p.m. at the Northern Great Lakes Visitor Center auditorium, 29270 County Highway G. The agenda will be a review of the nature and extent of contamination at the site and the cleanup options for soil, ground water and sediment, known as the Remedial Investigation/Feasibility Study. A summary of the community workshop held in October 2007 where residents in the audience identified characteristics of cleanup options most acceptable to them will also be presented. EPA's presentation about the cleanup options will be available on the web site. A short time after the session EPA Region 5 will present to the EPA Remedy Review Board the different cleanup options in the feasibility study and make a recommendation. The Board is made up of EPA staff from all regions and headquarters who review cleanup proposals costing more than $25 million. The goal of the Board is to improve consistency in Superfund cleanup selections, improve cost-effectiveness, and confirm that decision-making at high-cost sites is technically sound and that decisions follow current law.

Following Remedy Review a proposed plan about the recommended cleanup option will be shared at a public meeting. During an official public comment period the public will be given an opportunity to comment about the proposed cleanup plan. EPA and Wisconsin DNR will evaluate public reaction to the recommended cleanup and EPA will respond to comments in a "responsiveness summary." Residents of Ashland who are on the mailing list will receive notification of the proposed plan meeting by mail and the meeting will also be announced in the Ashland Daily Press and at this web site www.epa.gov/region5/sites/ashland.

Demonstration Project

EPA, in collaboration with NSP Wisconsin, is doing a Superfund Innovative Technology Evaluation (SITE) Demonstration project at the former manufactured gas plant near Xcel Energy's Service Center on St. Claire St. in Ashland.

The project is testing the effectiveness of a chemical oxidation process in breaking down the pollutants found in ground water. Field work and sampling are done. EPA is awaiting a final report on the project which it will post when complete.
