NOTICE OF FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT TO ALL INTERESTED AGENCIES, GROUPS, OR PERSONS: The City of Schenectady proposes to access U.S. Department of Housing and Urban Development (HUD) FY 2006 and FY 2008 City of Schenectady Federal Consolidated Plan Funds relevant to the National Affordable Housing Act (NAHA) at Section 207 of the Housing and Community Development Act (HCDA) of 1992 (HOME Investment Partnerships) for the following project: Better Neighborhoods, Inc. (BNI) will convert a donated vacant burned out 2 family substandard structure at 817-819 Stanley Street (SBL 49.33-4-50) in the Hamilton Hill Neighborhood $133,444 (C.T. 209 b. g. 1) to a 5 bedroom, one family home to NYS Code and HUD HOME standards using affirmative marketing to then sell to an income eligible first time home buyer. The aforementioned project has been reviewed in accordance with the rules and regulations for environmental review as specified in Title 24, Code of Federal Regulations Part 58 (24CFR58) by using Formula 1 procedures as outlined in HUD's - "Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities". It has been determined that this undertaking will not constitute an action significantly impacting the quality of the human environment and accordingly, the City of Schenectady has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL91-190). The reasons for such a decision not to prepare the statement are as follows: (a) The impact of the proposed activity to be undertaken is of a minor scale, and of short duration, and (b) An Environmental Assessment determined the activities to have no significant impact on the human environment. An Environmental Review Record on the above project has been made by the City of Schenectady Department of Development which documents the environmental review of the project and which sets forth the reasons why such a statement is not required.
