9000-ASCR Assistant Secretary for Civil Rights (ASCR

The Assistant Secretary for Civil Rights is responsible for leadership and oversight of USDA civil rights . 4300, equal employment opportunity (see 4300), outreach (see 4360), alternative dispute resolution (see 4070-ADR), diversity councils (see 1040) and the USDA/1890 Initiative (see 9000-ASCR-1890).

9000-ASCR-CPRC Conflict Prevention and
Resolution Center

9000-ASCR-SDAC Secretary’s
Diversity Advisory Council

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the Secretary’s Diversity Advisory Council, and that is not located in other subject areas of the RG-016 file plan. The Secretary's Diversity Advisory Council (DAC), established in November 2000, is committed to expanding the vision of the Department of Agriculture as the People's Department. This USDA leadership body envisions a diverse, high performing workforce and a discrimination-free workplace for USDA. To achieve these priorities, the DAC is firmly committed to increasing diversity in the workforce and encouraging the delivery of programs and services in a fair and equitable manner.

The DAC provides advice to the Secretary and management of USDA through seven USDA Employee Advisory Councils (See 1040 for committee and board records.) :

  • African American Advisory Council;
  • American Indian/Alaska Native Employee Advisory Council;
  • Asian American and Pacific Islander Advisory Council;

9000-ASCR-1890 USDA/1890 Initiative

9000-NRE - Natural Resources and Environment (NRE) Mission Area

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the programs of the Natural Resources and Environment (NRE) Mission Area or to more than one program within NRE, and that is not located in other subject areas of the RG-016 file plan. The goal of the Natural Resources and Environment mission area is to ensure the health of the land through sustainable management. To achieve this goal, NRE agencies work to: prevent damage to natural resources and the environment; restore the resource base and environment to a healthy and sustainable condition where it is impaired; and promote good land management to conserve resource health and ensure the maximum return from investment in conservation. NRE is composed of the Forest Service (FS) and the Natural Resources Conservation Service (NRCS). Both agencies also assist with rural development and help communities with natural resource concerns, such as erosion control, watershed protection, and forestry.

9000-NRE-FS - Forest Service (FS)

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the programs of the Forest Service or to more than one program within the Forest Service, and that is not located in other subject areas of the RG-016 file plan.  The Forest Service sustains the health, diversity, and productivity of the 191 million acres of National Forests and Grasslands.  These areas provide multiple benefits to the country, from traditional commodities such as timber, range, forage, and minerals, to opportunities for recreation.  Through the land and resource management planning process, this agency addresses the sustainability of ecosystems by restoring and maintaining species diversity and ecological productivity to provide for recreation, range, water, timber, fish, and wildlife.  Through technical and financial help, the Forest Service also assists States and private landowners in promoting rural economic development, improving the natural environment of cities and communities, and practicing good stewardship on the Nation's 472 million acres of private forest land. The agency uses the best available scientific data to achieve its goals. Domestic and international activities are directed at values, products, and services that maintain ecosystem health.

The Forest Service manages public lands, known collectively as the National Forest System, located in 44 States, Puerto Rico, and the Virgin Islands. The lands comprise 8.5 percent of the total land area in the United States. The natural resources on these lands are some of the Nation’s greatest assets and have major economic, environmental, and social significance for all Americans.

It works closely with other agencies such as the Agency for International Development, the U.S. Department of State, and the Environmental Protection Agency, as well as with nonprofit development organizations, wildlife organizations, universities, and international assistance organizations. The Forest Service’s international work serves to link people and communities striving to protect and manage forests throughout the world.

9000-NRE-NRCS - Natural Resources Conservation Service (NRCS)

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the Natural Resources Conservation Service (NRCS), and that is not located in other subject areas of the RG-016 file plan.  NRCS provides National leadership in a partnership effort to help people conserve, maintain, and improve America's natural resources and environment.  NRCS provides leadership for conservation activities on the Nation's 1.6 billion acres of private and other non-Federal land.  This agency provides technical assistance and information to individuals; communities; tribal governments; Federal, State and local agencies; and others.  The NRCS staff partners with staff of the local conservation district and state agencies and with volunteers. NRCS also offers financial assistance, surveys the Nation's soils, inventories natural resources conditions and use, provides water supply forecasts for Western States, and develops technical guidance for conservation planning.  The benefits of these activities include not only sustaining and improving agricultural productivity, but also cleaner, safer, and more dependable water supplies; reduced damage caused by floods and other natural disasters; and an enhanced resource base to support continued economic development, recreation, and other purposes.

9000-NRE-NRCS-AMA Agricultural Management Assistance

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to  Agricultural Management Assistance (AMA), and that is not located in other subject areas of the RG-016 file plan.  AMA provides cost share assistance to agricultural producers to voluntarily address issues such as water management, water quality, and erosion control by incorporating conservation into their farming operations. Producers may construct or improve water management structures or irrigation structures; plant trees for windbreaks or to improve water quality; and mitigate risk through production diversification or resource conservation practices, including soil erosion control, integrated pest management, or transition to organic farming.

9000-NRE-NRCS-CRP Conservation
Reserve Program (CRP)

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the Conservation Reserve Program (CRP), and that is not located in other subject areas of the RG-016 file plan.  The CRP provides technical and financial assistance to eligible farmers and ranchers to address soil, water, and related natural resource concerns on their lands in an environmentally beneficial and cost-effective manner. The program provides assistance to farmers and ranchers in complying with Federal, State, and tribal environmental laws, and encourages environmental enhancement. The program is funded through the Commodity Credit Corporation (CCC). CRP is administered by the Farm Service Agency, with NRCS providing technical land eligibility determinations, Environmental Benefit Index Scoring, and conservation planning.

9000-NRE-NRCS-CPGL Conservation of Private Grazing Land (CPGL)

The Conservation of Private Grazing Land (CPGL) initiative will ensure that technical, educational, and related assistance is provided to those who own private grazing lands. It is not a cost share program. This technical assistance will offer opportunities for: better grazing land management; protecting soil from erosive wind and water; using more energy-efficient ways to produce food and fiber; conserving water; providing habitat for wildlife; sustaining forage and grazing plants; using plants to sequester greenhouse gases and increase soil organic matter; and using grazing lands as a source of biomass energy and raw materials for industrial products.

9000-NRE-NRCS-CSP Conservation Security Program (CSP)

The Farm Security and Rural Investment Act of 2002 (The 2002 Act) (Pub. L. 107-171) amended the Food Security Act of 1985 to authorize the Conservation Security Program (CSP). CSP is administered by USDA's Natural Resources Conservation Service (NRCS). CSP is a voluntary program that provides financial and technical assistance to promote the conservation and improvement of soil, water, air, energy, plant and animal life, and other conservation purposes on Tribal and private working lands. Working lands include cropland, grassland, prairie land, improved pasture, and range land, as well as forested land that is an incidental part of an agriculture operation.

9000-NRE-NRCS-CTA Conservation Technical Assistance (CTA)

The Conservation Technical Assistance (CTA) program provides voluntary conservation technical assistance to land-users, communities, units of state and local government, and other Federal agencies in planning and implementing conservation systems. This assistance is for planning and implementing conservation practices that address natural resource issues. It helps people voluntarily conserve, improve and sustain natural resources.

9000-NRE-NRCS-EWP Emergency Watershed Protection (EWP)

The purpose of the Emergency Watershed Protection (EWP) program is to undertake emergency measures, including the purchase of flood plain easements, for runoff retardation and soil erosion prevention to safeguard lives and property from floods, drought, and the products of erosion on any watershed whenever fire, flood or any other natural occurrence is causing or has caused a sudden impairment of the watershed.

9000-NRE-NRCS-EQIP Environmental Quality Incentives Program (EQIP)

The Environmental Quality Incentives Program (EQIP) was reauthorized in the Farm Security and Rural Investment Act of 2002 (Farm Bill) to provide a voluntary conservation program for farmers and ranchers that promotes agricultural production and environmental quality as compatible national goals. EQIP offers financial and technical help to assist eligible participants install or implement structural and management practices on eligible agricultural land.

9000-NRE-NRCS-FRPP Farm and Ranch Lands Protection Program (FRPP)

The Farm and Ranch Land Protection Program (FRPP) provides matching funds to help purchase development rights to keep productive farm and ranchland in agricultural uses. Working through existing programs, USDA partners with State, tribal, or local governments and non-governmental organizations to acquire conservation easements or other interests in land from landowners. USDA provides up to 50 percent of the fair market easement value.

9000-NRE-NRCS-FIP Forestry Incentives
Program (FIP)

On May 13, 2002, the 2002 Farm Bill de-authorized the Forestry Incentives Program (FIP), which was originally authorized in 1978 to share up to 65 percent of the costs of tree planting, timber stand improvements, and related practices on non-industrial private forest lands. Funds remaining on May 13, 2002 will be exhausted through FIP closeout, primarily funding the existing contractual backlog.

9000-NRE-NRCS-GRP Grassland Reserve Program (GRP)

The Grassland Reserve Program (GRP) is a voluntary program offering landowners the opportunity to protect, restore, and enhance grasslands on their property. Section 2401 of the Farm Security and Rural Investment Act of 2002 (Pub. L. 107-171) amended the Food Security Act of 1985 to authorize this program. The Natural Resources Conservation Service, Farm Service Agency and Forest Service are coordinating implementation of GRP, which helps landowners restore and protect grassland, rangeland, pastureland, shrubland and certain other lands and provides assistance for rehabilitating grasslands. The program will conserve vulnerable grasslands from conversion to cropland or other uses and conserve valuable grasslands by helping maintain viable ranching operations.

9000-NRE-NRCS-GLCI Grazing Lands Conservation Initiative (GLCI)

The Grazing Land Conservation Initiative (GLCI) is a nationwide collaborative process of individuals and organizations working to maintain and improve the management, productivity, and health of the Nation’s privately owned grazing land. This process has formed coalitions that represent the grass root concerns that impact private grazing land. The coalitions actively seek sources to increase technical assistance and public awareness activities that maintain or enhance grazing land resources.

9000-NRE-NRCS-RC&D Resource Conservation and Development (RC&D)

The purpose of the Resource Conservation and Development (RC&D) program is to accelerate the conservation, development and utilization of natural resources, improve the general level of economic activity, and to enhance the environment and standard of living in designated RC&D areas. It improves the capability of State, tribal and local units of government and local nonprofit organizations in rural areas to plan, develop and carry out programs for resource conservation and development. The program also establishes or improves coordination systems in rural areas. Current program objectives focus on improvement of quality of life achieved through natural resources conservation and community development which leads to sustainable communities, prudent use (development), and the management and conservation of natural resources. RC&D areas are locally sponsored areas designated by the Secretary of Agriculture for RC&D technical and financial assistance program funds.

9000-NRE-NRCS-RAMP Rural Abandoned Mine Program (RAMP)

The Rural Abandoned Mine Program (RAMP) is authorized by Section 406 of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 as amended by the"Abandoned Mine Reclamation Act of 1991" as subtitled under the Budget Reconciliation Act (Public Law 101-508; 30 U.S.C. 1236). It is authorized for the purpose of reclaiming the soil and water resources of rural lands adversely affected by past coal mining practices. There were approximately 1.1 million acres of abandoned coal-mined land needing reclamation in 1977. The U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), formally the Soil Conservation Service (SCS) administers the program, and funding is provided from money deposited in the Abandoned Mine Reclamation Fund. The program provides technical and financial assistance to land users who voluntarily enter into 5- to 10-year contracts for reclamation of up to 320 acres of eligible abandoned coal-mined lands and waters. The land user with NRCS technical assistance involved prepares a reclamation plan.

Soil and Water Conservation Assistance (SWCA) provides cost share and incentive payments to farmers and ranchers to voluntarily address threats to soil, water, and related natural resources, including grazing land, wetlands, and wildlife habitat. SWCA will help landowners comply with Federal and state environmental laws and make beneficial, cost-effective changes to cropping systems, grazing management, nutrient management, and irrigation.

9000-NRE-NRCS-SNOW Snow Survey and Water Supply Forecasting

The purpose of the program is to provide western states and Alaska with information on future water supplies. NRCS field staff collect and analyze data on depth and water equivalent of the snowpack at more than 1,200 mountain sites and estimate annual water availability, spring runoff, and summer streamflows. Individuals, organizations, and state and Federal agencies use these forecasts for decisions relating to agricultural production, fish and wildlife management, municipal and industrial water supply, urban development, flood control, recreation power generation, and water quality management. The National Weather Service includes the forecasts in their river forecasting function.

9000-NRE-NRCS-SIP Stewardship Incentive
Program (SIP)

The Stewardship Incentive Program (SIP) provides technical and financial assistance to encourage non-industrial private forest landowners to keep their lands and natural resources productive and healthy. Qualifying land includes rural lands with existing tree cover or land suitable for growing trees and which is owned by a private individual, group, association, corporation, Indian tribe, or other legal private entity. Eligible landowners must have an approved Forest Stewardship Plan and own 1,000 or fewer acres of qualifying land. Authorizations may be obtained for exceptions of up to 5,000 acres.

9000-NRE-NRCS-WSP Watershed Protection and Flood Prevention

The Watershed Protection and Flood Prevention Act, P.L. 83-566, August 4, 1954, (16 U.S.C. 1001-1008) authorized this program. Prior to fiscal year 1996, watershed planning activities and the cooperative river basin surveys and investigations authorized by Section 6 of the Act were operated as separate programs. The 1996 appropriations act combined the activities into a single program entitled the Watershed Surveys and Planning program. Activities under both programs are continuing under this authority.

9000-NRE-NRCS-WR Watershed Rehabilitation

Local communities, with USDA Natural Resources Conservation Service (NRCS) assistance, have constructed over 11,000 dams in 47 states since 1948. Many of these dams are nearing the end of their 50-year design life. Rehabilitation of these dams is needed to address critical public health and safety issues in these communities. The Wildlife Habitat Incentives Program (WHIP) is a voluntary program for people who want to develop and improve wildlife habitat primarily on private land. Through WHIP USDA's Natural Resources Conservation Service provides both technical assistance and up to 75 percent cost-share assistance to establish and improve fish and wildlife habitat. WHIP agreements between NRCS and the participant generally last from 5 to 10 years from the date the agreement is signed.

The Emergency Conservation Program (ECP) provides emergency funding for farmers and ranchers to rehabilitate farmland damaged by wind erosion, floods, hurricanes, or other natural disasters, and for carrying out emergency water conservation measures during periods of severe drought.

The Noninsured Crop Disaster Assistance Program (NAP) provides financial assistance to eligible producers affected by natural disasters. This federally funded program covers noninsurable crop losses and planting prevented by disasters. 9000-FFAS-FSA Conservation Reserve Program

The Conservation Reserve Program (CRP) is a voluntary program for agricultural landowners. Through CRP, agricultural landowners can receive annual rental payments and cost-share assistance to establish long-term, resource conserving covers on eligible farmland. The Commodity Credit Corporation (CCC) makes annual rental payments based on the agriculture rental value of the land, and it provides cost-share assistance for up to 50 percent of the participant’s costs in establishing approved conservation practices. Participants enroll in CRP contracts for 10 to 15 years.

The Rural Housing Service helps rural communities and individuals by providing loans and grants for housing and community facilities. The Rural Housing Service provides funding for single family homes, apartments for low-income persons or the elderly, housing for farm laborers, childcare centers, fire and police stations, hospitals, libraries, nursing homes, schools, and much more. In partnership with non-profits, Indian tribes, state and federal government agencies, and local communities, RHS creates packages of technical assistance and loan and grant funds to assist more rural communities and individuals.

Section 502 loans are primarily used to help low-income individuals or households purchase homes in rural areas. Funds can be used to build, repair, renovate or relocate a home, or to purchase and prepare sites, including providing water and sewage facilities. Programs include: Direct Loan Program; Loan Guarantee Program; Mutual Self-Help Housing Program; Home Repair and Preservation; and, Homes for Sale.

9000-RD-RHS-MFH Multi-Family Housing (MFH)

The Farm Labor Housing Loan and Grant program provides capital financing for the development of housing for domestic farm laborers. Rural Rental Housing Loans are direct, competitive mortgage loans made to provide affordable multifamily rental housing for very low-, low-, and moderate-income families; the elderly; and persons with disabilities. This is primarily a direct mortgage program, but its funds may also be used to buy and improve land and to provide necessary facilities such as water and waste disposal systems. The Housing Preservation Grant (HPG) program provides grants to sponsoring organizations for the repair or rehabilitation of low- and very low-income housing. The Rural Housing Service guarantees loans under the Rural Rental Housing Guaranteed Loan Program for development of multi-family housing facilities in rural areas of the United States. The Rural Rental Assistance (RA) program provides an additional source of support for households with incomes too low to pay the RHS subsidized (basic) rent from their own resources. RHS pays the owner of a multi-family housing complex the difference between the tenant's contribution (30 percent of adjusted income) and the monthly rental rate.

9000-FNCS-FNS Food and Nutrition Service (FNS)

The largest FNS programs are the Food Stamp Program, the Child Nutrition Programs, and the Special Supplemental Nutrition Program for Women, Infants, and Children.  FNS works closely with other USDA agencies, such as the Agricultural Marketing Service and the Farm Service Agency, to provide commodities to low-income Americans.  The agency also works with the Agricultural Research Service to monitor the eating habits of program participants.

9000-FSIS - Food Safety Inspection Service (FSIS)

Use for correspondence signed by the Secretary, a member of the Subcabinet, or political appointee, pertaining to the programs of the Food Safety Inspection Service (FSIS) or to more than one program within FSIS, and that is not located in other subject areas of the RG-016 file plan.  FSIS sets standards for food safety and inspects meat, poultry, and egg products produced domestically and imported.  The Service inspects animals and birds at slaughter and processed products at various stages of the production process, and analyzes products for microbiological and chemical adulterants.  FSIS also informs the public about meat, poultry, and egg product food safety issues.  FSIS works with the Research, Education and Economics mission area on food safety research issues and the Animal and Plant Health Inspection Service on instances where animal diseases impact food safety.  FSIS also facilitates the management of U.S. activities pertaining to the Codex Alimentarius Commission, an international organization created by the United Nations, to promote the health and economic interests of consumers while encouraging fair international trade in food. FAS supports FSIS in food safety discussions in the food export market.

The commodity programs employ specialists who provide standardization, grading and market news services for Cotton, Dairy, Fruit and Vegetable, Livestock and Seed, Poultry, and Tobacco. They enforce such Federal Laws as the Perishable Agricultural Commodities Act and the Federal Seed Act. AMS commodity programs also oversee marketing agreements and orders, administer research and promotion programs, and purchase commodities for Federal food programs.

Technology Program

The Science and Technology Program provides centralized scientific support to AMS programs, including laboratory analyses, laboratory quality assurance, coordination of scientific research conducted by other agencies for AMS, and statistical and mathematical consulting services. In addition, the Science and Technology Division's Plant Variety Protection Office issues certificate of protection for new varieties of sexually reproduced plants. The program also conducts a program to collect and analyze data about pesticide residue levels in agricultural commodities. It also administers the Pesticide Recordkeeping program, which requires all certified private applicators of Federally restricted-use pesticide to maintain record of all applications. The records will be put into a data base to help analyze agricultural pesticide use.

Marketing Program

The AMS' Transportation and Marketing Program brings together a unique combination of traffic managers, engineers, rural policy analysts, international trade specialists, and agricultural marketing specialists to help solve problems of U.S. and world agricultural transportation. The Transportation and Marketing Program works to ensure that there is an efficient transportation system for rural America that begins at the farm gate, moves agricultural and other rural products through the Nation's highways, railroads, airports, and waterways, and into the domestic and international marketplace. The program supplies research and technical information to producers, producer groups, shippers, exporters, rural communities, carriers, government agencies and universities. The program also administers a program involving financial grants to States for marketing improvements. In addition, the division assists in the planning and design of marketing facilities, processes, and methods in cooperation with State and local governments, universities, farmer groups, and other segments of the U.S. food industry. This program enhances the overall effectiveness of the food marketing system, provides better quality products to the consumer at reasonable cost, improves market access for growers with small-to medium-sized farms, and promotes regional economic development.

9000-MRP-GIPSA - Federal Grain Inspection Service

The Federal Grain Inspection Service of USDA's Grain Inspection, Packers and Stockyards Administration provides inspection, weighing, and related services on grains, pulses, oilseeds, and processed and graded commodities.

  • Inspection Services. Through permissive and mandatory inspection programs, FGIS promotes efficient and effective marketing of U.S. grain and other commodities from farmers to domestic and foreign end users.
  • Weighing Services. Official Weighing is when official personnel (GIPSA, State, or private employees licensed by GIPSA) determine and certify the quantity of a lot of grain. The official agency in the elevator's area weighs or observes the weighing by physical supervision and monitors the discharge of grain through the scales, out of the elevator, into a carrier.
  • Biotechnology. In 2001, GIPSA established a biotechnology reference laboratory at its Technical Center in Kansas City, Missouri. Working with grain handlers, test manufacturers, and life science organizations, GIPSA is facilitating the marketing of U.S. grains and oilseeds by ensuring the availability of reliable tests.
  • Mycotoxins Tests. The most frequently found mycotoxins in grain are aflatoxin, deoxynivalenol (DON), zearalenone (ZEN), and fumonisin. GIPSA has implemented a program to verify the performance of rapid tests for mycotoxins in grains.

9000-MRP-GIPSA - Packers and Stockyards Programs

  • Trade Practices. A major objective of GIPSA's Packers and Stockyards Programs (P&SP) is to maintain fair trade practices in the marketing of livestock. To determine if unfair or deceptive practices in violation of the Packers and Stockyards Act (the Act) and the Regulations issued thereunder are occurring in the procurement of livestock, P&SP conducts livestock procurement investigations of slaughtering packers, dealers, and order buyers.
  • Financial Protection. Payment protection for the sellers of livestock is an integral part of the Act and of extreme importance to PS&P. To ensure compliance with the financial and payment protection provisions of the Act, P&SP audits and investigates the regulated industry.
  • Competition. One of the major responsibilities under the Act is to assure open competitive marketing conditions for livestock and meat. P&SP has undertaken several initiatives to increase enforcement activities in the area of anticompetitive practices involving the Nation's major meat packers.
  • Clear Title. Section 1324 of the Food Security Act of 1985 permits States to establish central filing systems to notify potential buyers, commission merchants, and selling agents of security interests (liens) against farm products. The Secretary of Agriculture is responsible for proscribing regulations to aid States in implementing and managing central filing systems and for certifying such systems that comply with the Act. GIPSA administers the program, commonly known as the "Clear Title" program.

Division (NAD)
